* The waterline extensions from Sunny View to the Rutherford County line and up Ken Miller Road were awarded to Steppe Construction (low bid) and $575,000 was transferred from the fund balance to cover the cost. This includes the $50,000 "left over" money from the waterline extension to the Green River Church. Ray Gasperson and Shane Bradley opposed but the majority approved.
* All Commissioners approved awarding a Comprehensive Stability Evaluation contract of the Turner Shoals dam to AECOM.
* A contract with Moseley Architects for design of a new 100 bed jail was approved with Gasperson opposed. Ray made a motion to postpone awarding a contract until land for the jail is obtained, a funding source is decided upon and an estimate in the rate taxes will have to be increased to pay for the jail is determined. This died without a second.
The only Citizen Commenter, Dennis Hill (Republican candidate for Commissioner) pointed out that the some of the contracts are complicated, some spreadsheets are illegible and it is difficult to comment at the beginning of the meeting before the opinions of the Commissioners are known. He asked who is representing the County in the AECOM contract and suggested that there are qualified and experienced citizens who could be asked to review contracts like this and give their recommendations to the Board.
A representative from Wampler Eanes, the company conducting the Polk County property revaluation, gave an update on their progress since they started last August. That former appraisals established 395 distinct neighborhoods they find to be too many and will consolidate some. They expect some properties will have lost value and some will have increased.
