At the last commissioners mtg. one the big issues was who would go to the mtg. in Raleigh to find out what the problems were with the Polk/ Inman-Campobello Water District contract were. The bottom line is the Local Gov. Commission found that the contract was actually a form of a loan as we and other citizens had said all along. They also wondered about the need for all the costly waterline build out when there are only 130 customers in polk county on the ICWD sytem - good question!
BUT, the other interesting (or should I say disturbing) issue at that meeting was approving (you guessed it) $150,000 of county funds for a waterline extension to serve a single church (Green River Baptist Church).
According to Leigh Justice's Tryon Daily Bulliten article "Polk County has a water line extension policy where extensions requested not along a main trunk line are paid for 60 percent by the county and 40 percent by residents who request the extension. Commissioners did not mention the Green River Church Road extension including a participation fee.
Polk County has spent significant funding over the past few years running water line extensions, some requested and some serving as main trunk lines."
According to one person I spoke to the church had requested to be connected in the past and when told about the 40% cost sharing fee decided they were not interested. Looks like bidding their time until the right set of commissioners got in paid off for them!
