Attendees were sparse this week.
There were 4 citizen comments asking for BOC opposition to the Duke transmission lines and later in the meeting the BOC approved a resolution opposing location of these lines within Polk County.
There were 4 citizens who commented in opposition to the proposed water contract with ICWD including Andy Millard who urged the BOC to "show respect to constituents" and urging that there is "no downside to finding a water expert."
Former County Engineer, Dave Odom (now the former, former County Engineer: see budget amendments below) reported on the completion of the latest water line extension to Sunny View and recommended that the BOC have him investigate the feasibility of installing a booster pump with a tank in the area because without one, the county cannot serve customers at higher elevations. Property would have to be sought and state permits granted. Odom doesn't know what it would cost until he does the design work. He was authorized to go ahead with the design.
Odom also explained why the bill for the water line extension went $60,815 over budget: they encountered a lot of rock and had to underbore an 18 foot deep gas line.

A final budget amendment was to transfer $22,500 from the Water Operating Fund to the Water Project Fund to cover another 6 months of Odom's engineering services because the county thought ICWD had an engineer they could use, but they do not.
Some changes in the new Personnel Policies were offered. The plan will be presented again at the next BOC meeting.
Some minor changes to the water contract with ICWD were suggested by Pack and Attorney Berg. She offered that the Definition of ICWD reimbursement (p. 7) need not include the last sentence regarding "audit fees, fines or penalties" because they are not part of the reimbursement. She said that was put in the contract "maybe because we didn't know what we were talking about." That remark got a big chuckle from the attendees and we found out, if we didn't already know, what a hair trigger Tom Pack's temper has. He slammed the gavel and warned us to be quiet or leave. No sense of humor at all, that man.
Ray spoke at length about his opposition to the contract but it was all for naught. The BOC voted to have Jana make the changes suggested and send the contract to ICWD.
On a good note, Marche reported that the proposed interchange at US 74 and Hwy 108 has been approved by the state and scheduled. Acquisition of rights of way to happen by 2018. No more roundabouts if you live that long. Pack did give credit to our neighboring counties who supported this project over their own.
